Americans with Disabilities Act [ADA] is federal legislation in the USA which requires (among many other provisions) that websites must be fully accessible to vision-impaired people (or people who have other disabilities). Websites must conform to certain ADA requirements and should be checked regularly through various free ADA compliance checking tools and brought into compliance with ADA requirements, or risk being sued for non-compliance.
